The Kenya National Commission on Human Rights (KNCHR) is seeking a dynamic, visionary and results-driven professional to serve as Deputy Director – Economic, Social and Cultural Rights (ECOSOC). This senior leadership role offers a rare opportunity to shape national policy, drive institutional change and champion the realization of ECOSOC rights for all Kenyans. Sitting within the Directorate of Research, Advocacy and Outreach, the successful candidate will steer the ECOSOC Division, guiding strategy, building partnerships and ensuring impactful programming that supports the Commission’s constitutional mandate.

About the Role

Reporting to the Director, Research, Advocacy and Outreach, the Deputy Director will oversee a team of Assistant Directors, Senior Officers and ECOSOC Officers. This position requires a strategic thinker who can conceptualize, design and implement high-impact interventions that promote economic, social and cultural rights across the Republic of Kenya. The role demands exceptional leadership, strong policy understanding and the ability to engage stakeholders at the highest levels.

This is a five-year renewable contract, offering a gross salary of Kshs. 281,950, along with medical cover, group life insurance and WIBA benefits. The duty station is Nairobi, with occasional travel.

Key Duties and Responsibilities

The Deputy Director will provide strategic direction for the ECOSOC Division by setting priorities, planning major programs and ensuring effective implementation. Key responsibilities include:

  • Designing strategies and interventions that enhance the Commission’s work in promoting ECOSOC rights.
  • Providing analytical leadership and overseeing the planning, execution and assessment of division activities.
  • Ensuring that all division programs align with the Commission’s mandate and national human rights obligations.
  • Overseeing quality control for division outputs including reports, publications, advisory notes and position papers.
  • Managing human and financial resources, including developing budgets and ensuring adherence to financial guidelines.
  • Monitoring financial performance, advising on resource utilization and ensuring accountability.

Operational Responsibilities

The role also demands hands-on coordination, supervision and partnership development. Operational tasks include:

  • Establishing and strengthening partnerships with government agencies, civil society organizations, private sector actors and development partners within the ECOSOC ecosystem.
  • Overseeing project implementation and staff activities to ensure alignment with the Commission’s strategic plan.
  • Collaborating with other divisions to increase public awareness of economic, social and cultural rights.
  • Developing a national framework for the monitoring and implementation of ECOSOC rights across public and private institutions.
  • Supervising staff through performance management, mentorship and coaching to strengthen capacity within the division.
  • Preparing and reviewing work plans, statutory reports, budgets and proposals for donor funding.
  • Reviewing contracts and ensuring compliance with financial and operational policies.

Experience and Minimum Qualifications

To excel in this role, applicants must demonstrate both academic strength and extensive experience:

  • A Master’s degree in International Relations, Law, Social Sciences or a related field.
  • At least eight years of relevant experience, including three years in a senior supervisory capacity.
  • Completion of a Strategic Leadership Development Program (minimum six weeks) from a recognized institution.
  • Strong understanding of national legislation, human rights standards and policy formulation.
  • Experience leading ECOSOC programs and developing rights-based interventions.
