The International Organization for Migration (IOM), established in 1951, serves as the leading United Nations agency in the field of migration. As a “Related Organization” of the UN, IOM works in close coordination with governmental, intergovernmental, and non-governmental partners to ensure that migration is managed in a humane and orderly manner. With over 40 years of expertise in Assisted Voluntary Return and Reintegration (AVRR), the organization is looking for a dedicated professional to fill the vacancy of IOM Program Officer, Monitoring, Evaluation, & Reporting. Organizational Context and Scope

The IOM USA office, based in Washington D.C., collaborates extensively with the U.S. Department of State to provide eligible beneficiaries with safe and dignified access to assisted voluntary return to their countries of origin. This assistance includes comprehensive travel arrangements, counseling, medical escorts, and transit support. To ensure these services meet international standards, the IOM Program Officer, Monitoring, Evaluation, & Reporting will provide technical leadership under the supervision of the Senior Program Advisor. This position is a critical link in the feedback loop between field operations and donor accountability.


Key Responsibilities

The IOM Program Officer, will be responsible for a wide array of technical and administrative tasks designed to strengthen the U.S. Global Assisted Voluntary Return (AVR) Program.

1. Framework Management and Tool Development

A primary duty of the IOM Program Officer is to adjust and maintain the overall M&E framework. You will ensure that all tools and databases, including the PRIMA system and MiMOSA, are updated and utilized correctly by project staff. This requires a high degree of technical proficiency and the ability to adapt systems to evolving donor requirements.

2. Data Analysis and Reporting

The IOM Program Officer must collect and analyze complex data sets to identify programming trends and achievements. You will draft and compile timely donor reports and internal strategic documents. By highlighting lessons learned and good practices, the IOM Program Officer facilitates institutional learning and ensures that findings are shared with IOM Headquarters and the donor community.

3. Quality Control and Compliance

Ensuring data quality is a core function of the IOM Program Officer, Monitoring, Evaluation, & Reporting. You will identify bottlenecks in data collection and implement corrective actions. The IOM Program Officer also keeps track of project indicators in relation to the IOM Strategic Results Framework (SRF), ensuring that the U.S. Global AVR Project remains compliant with global benchmarks.

4. Field Monitoring and Capacity Building

The IOM Program Officer, will undertake field missions to coordinate data collection and monitor risks. Beyond oversight, you will plan and deliver training sessions for project staff and implementing partners. As an IOM Program Officer, Monitoring, Evaluation, & Reporting, you are expected to provide technical support to enumerators and sub-contracted partners conducting specialized studies.

5. Project Development Support

In coordination with program coordinators, the IOM Program Officer, provides substantive contributions to project proposals and amendments. Your insights into situational analysis and M&E standards will help secure future funding and ensure that new initiatives are built on a foundation of measurable impact.

Required Qualifications and Experience

To be successful as the IOM Program Officer, Monitoring, Evaluation, & Reporting, candidates must meet rigorous academic and professional standards.

  • Education: A Masterโ€™s degree in Monitoring and Evaluation, Social Sciences, International Relations, or Law with five years of relevant experience; or a Bachelorโ€™s degree with seven years of relevant professional experience.
  • Technical Experience: Proven experience in designing M&E methodologies, methodologies for data collection (quantitative and qualitative), and project reporting. Experience specifically with AVRR programs is highly preferred.
  • Software Skills: Proficiency in MS Office, Kobo Toolbox, MiMOSA, and statistical analysis packages is required for the IOM Program Officer, Monitoring, Evaluation, & Reporting.
  • Languages: Fluency in English is mandatory. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is a distinct advantage.
