UNICEF is recruiting a Digital Literacy & Skills Development Consultant to strengthen its education and digital learning programmes in Libya. This consultancy role is ideal for professionals with experience in digital education, curriculum support, and life skills development. The selected candidate will operate as a Unicef Research Consultant, contributing to evidence-based programme design, implementation, and evaluation while working remotely in support of national education priorities.

As a Unicef Research Consultant, you will play a critical role in supporting the AKLUIS digital learning platform and life skills programmes implemented with national and international partners. Your work will ensure that learning materials are pedagogically sound, aligned with national curricula, and effectively monitored for impact. You will also lead capacity-building initiatives for teachers, facilitators, and partner organizations delivering digital and non-formal education services.

Key Responsibilities
The consultant will support the design, implementation, and scaling of UNICEF-supported digital education initiatives. This includes working closely with Civil Society Organizations (CSOs), schools, youth centres, and learning hubs to improve digital literacy and life skills programming. Acting as a Unicef Research Consultant, you will contribute to research-informed programme planning and ensure that interventions are evidence-based and measurable.
You will provide technical guidance on curriculum design, digital learning tools, and competency-based education models. This involves reviewing existing learning content, adapting materials to local contexts, and supporting the development of new digital and blended learning resources. Special attention will be given to collaboration, communication, creativity, and critical thinking skills.
Capacity building is a core function of this consultancy. You will design and deliver training programmes for educators, facilitators, and partner staff to improve their ability to use digital platforms and life skills methodologies effectively. Training sessions will focus on pedagogy, learner engagement, and inclusive education practices.
Another major responsibility is follow-up support for implementation. The Unicef Research Consultant will monitor field-level activities, provide remote or in-person technical support when required, and ensure that programme standards are maintained. You will work closely with UNICEF education officers to address challenges, improve delivery mechanisms, and promote best practices.
Quality assurance and alignment with national learning objectives will be central to your role. Required Qualifications and Experience
To be eligible for this consultancy role, candidates must hold an advanced university degree (Masterโs level or higher) in Education, Education Development, Digital Learning, or a closely related field. A strong academic background is essential for contributing effectively as a Unicef Research Consultant.
Applicants must have at least six years of relevant professional experience in education programme development, digital learning, teacher training, or non-formal education. Demonstrated experience in skills development and digital education platforms is required, along with familiarity with competency-based education models.
Experience working in fragile, conflict-affected, or humanitarian contexts is highly desirable. Previous engagement at country level, particularly in development or emergency education programmes, will be considered a strong advantage.
Strong analytical, facilitation, and report-writing skills are essential for success in this role. The consultant must be capable of translating research findings into practical programme guidance. Fluency in both Arabic and English is mandatory, as the role requires engagement with national partners and international stakeholders.
