About the Consultancy
The WHO Health and Peace Consultant position offers a high-impact professional opportunity to contribute to the World Health Organization’s Global Health and Peace Initiative (GHPI). This consultancy is central to advancing WHO’s efforts to integrate health programming with peacebuilding objectives, addressing complex challenges where health, conflict and fragility intersect across global contexts.
This consultancy is positioned within the Humanitarian Policy and Interagency Coordination unit of WHO’s Health Emergencies Programme. It supports implementation of guidance on health and peace agendas, working closely with WHO headquarters, regional and country offices, Member States championing the initiative, and relevant partners.
Purpose of the Consultancy
The primary aim of the WHO Health and Peace Consultant role is to provide substantive technical expertise and operational support that helps WHO deliver on global health-peace objectives. This includes:
- Advancing the implementation of the Global Health and Peace Initiative roadmap at the global level.
- Supporting evidence generation, policy synthesis, and strategic knowledge products that inform health-peace programming.
- Strengthening awareness-raising, stakeholder engagement, and partnership frameworks supporting health in contexts affected by conflict and fragility.
- Contributing to capacity building, training, and technical guidance that enhances understanding of conflict-sensitive health practice.
- Facilitating interagency collaboration across UN, civil society, and Member State networks to align health and peace efforts.
Key Responsibilities
Technical and Strategic Inputs
- Provide technical support on integrating peace considerations into health policy and programming.
- Assist in drafting reports, policy briefs, strategic documents and technical guidance related to health and peace.
- Analyse data and evidence to support WHO advocacy and programming decisions.
- Support preparations for global and regional dialogues, high-level meetings, and technical consultations.
Coordination and Partnership Support
- Facilitate engagement with partners, donors, Member States and interagency networks relevant to the health-peace agenda.
- Provide inputs to planning processes aligning health interventions with peace objectives.
- Liaise with WHO units, regional offices and country teams to promote cohesive implementation.
Capacity Building and Knowledge Management
- Contribute to development of training modules, learning resources and capacity building tools.
- Support documentation and dissemination of best practices in conflict-sensitive health programming.
- Organise workshops, webinars and knowledge exchange events that further GHPI priorities.
Monitoring and Reporting
- Track progress of GHPI milestones and provide regular updates.
- Assist with preparation and submission of progress reports and deliverables to stakeholders.
Qualification Requirements
Education
- Advanced university degree (Master’s or equivalent) in social science, political science, international relations, public health, peace studies, humanitarian affairs or a related discipline.
Professional Experience
- Minimum 5 years of relevant professional experience in public health programming, conflict analysis, peacebuilding, humanitarian coordination or related research. WHO Health and Peace Consultant
Technical Skills and Competencies
- Knowledge of the UN sustaining peace agenda and conflict-sensitive programming principles.
- Strong research, analytical and writing skills.
- Ability to work independently and manage multiple tasks under deadlines.
- Strong interpersonal and coordination skills.
- Fluency in English required. Knowledge of other UN languages is an advantage.
Remuneration and Contract Terms
The WHO Health and Peace Consultant is classified as Band level B, with a monthly remuneration range of USD 7,000 to USD 9,980. The exact rate will depend on the consultant’s experience and qualifications.
The contract is expected to run for approximately 10.5 months. Consultants are engaged as independent contractors and are responsible for their own taxes, insurance and statutory obligations.

Work Environment
