The Gutu Rural District Council (RDC), aligned with the National Vision 2030 to transform Zimbabwe into a prosperous and empowered upper-middle-income society, has announced a Gutu Rural District Council vacancy within its Planning Department. The Council is seeking a mature and experienced District Spatial Planner to lead its spatial planning and sustainable development initiatives.

Accountable to the Chief Executive Officer, the successful candidate will play a pivotal role in exercising good governance through the provision of quality socio-economic services and infrastructure design across the district.

Spatial Planning and Statutory Administration

The primary mandate of the District Spatial Planner is to coordinate and manage the daily functions of the Spatial Planning Department. This includes the enforcement of planning statutes and the administration of the Regional, Town and Country Planning (RTCP) Act, as well as the Rural District Councils (RDC) Act.

Key operational responsibilities include:

  • Plan Appraisal: Reviewing and approving development plans and rendering technical advice to the Council Planning Committee.
  • Layout Design: Preparing layouts, surveys, and designs for rural service centers and business center plans.
  • Development Control: Facilitating the general administration of planning policies, resolutions, and orders to ensure sustainable land use.
  • Demarcation: Carrying out inspections, pegging, and the physical demarcation of land for various designated uses.

Stakeholder Liaison and Enforcement

The role requires a high degree of coordination with national-level authorities and local stakeholders. The District Spatial Planner serves as the technical bridge between local needs and national standards.

  • Inter-Departmental Liaison: Coordinating with the national Department of Spatial Planning and Development on all critical planning matters.
  • Statutory Enforcement: Ensuring strict adherence to bylaws, policies, and instructions issued by the Council and the Ministry.
  • Governance: Upholding the Councilโ€™s mission of sustainable development through transparent land allocation and planning inspections.

Candidate Qualifications and Requirements

To be considered for this Grade 10 position, applicants must meet specific professional and statutory criteria:

  • Education: A Degree in Rural and Urban Planning from a recognized University.
  • Experience: At least 3 years of experience in a Local Authority or Local Government environment.
  • Professional Membership: Must be a registered member of the Zimbabwe Institute of Regional and Urban Planners (ZIRUP).
  • Regulatory Knowledge: Deep understanding of the RTCP Act, RDC Act, and related legal frameworks.
  • Additional Skills: A qualification or proven knowledge in Urban Design is considered a significant added advantage.
  • Personal Attributes: Must be a Zimbabwean citizen, at least 30 years old, with no criminal record and a clean Class 4 Driverโ€™s License.
