📋 Scope of Work and Responsibilities
Under the direct supervision of the Governance Programme Specialist, the Project Analyst – Public Finance will manage a portfolio focused on development financing, transparency, and economic analysis.
- Project Management: Oversee substantive and financial monitoring of assigned projects. This includes identifying operational hurdles and developing solutions to ensure the successful implementation of activities.
- Stakeholder Coordination: Establish and maintain strong working relationships with national authorities, NGOs, civil society, and international donors to optimize resource utilization.
- PFM Action Plan Support: Contribute to the operationalization of the 2024–2027 Public Financial Management (PFM) Action Plan, with a specific focus on enhancing taxation and domestic resource mobilization.
- Monitoring & Evaluation: Implement results-based management tools and maintain an effective M&E system in collaboration with specialized unit members.
- Strategic Reporting: Draft high-quality activity and results reports for UNDP headquarters and donors, ensuring technical quality control for all project documentation.
🎓 Requirements and Qualifications
UNDP Djibouti is looking for a professional who combines technical financial expertise with the ability to facilitate strategic partnerships.
- Education: An Advanced University Degree (Master’s) in Economics, Finance, Statistics, or a related field.
- Alternative Experience: Candidates with a Bachelor’s degree in these fields are eligible provided they possess a minimum of two (2) years of relevant professional experience.
- Sector Expertise: Proven experience in development financing, public financial management, taxation, or economic studies.
- Language Skills: Fluency in French is required. Knowledge of English is considered a strong asset.
- Technical Proficiency: Advanced command of ICT tools, particularly Microsoft Office products. Holding PMP or PRINCE2 certifications is an added advantage.
