World Vision International has issued an immediate Terms of Reference (ToR) for a highly experienced, research-focused World Vision individual consultant. This international development consultancy is designed to secure a qualified Monitoring, Evaluation, Accountability, and Learning (MEAL) specialist to spearhead qualitative field data collection for the baseline/evaluation cycle of the AIM Health Plus program.
The selected World Vision individual consultant will take full ownership of gathering ground-level qualitative evidence to evaluate the access, quality, and community-level impact of World Vision’s maternal and infant healthcare interventions. The consultant will design fieldwork strategies, conduct sensitive field interviews, transcribe local feedback, and deliver a thematic analysis report to guide future maternal-child health policy and funding pipelines.
Key Scope of Work & Consultant Deliverables
The scope of work for this World Vision individual consultant mandate demands an analytical blend of ethnographic research, multi-stakeholder diplomacy, and strict qualitative coding.
1. Tool Finalization & Field Inception Planning

2. Field Data Collection & Moderation

- Key Informant Interviews: The World Vision individual consultant will be responsible for Scheduling and conducting semi-structured interviews with institutional stakeholders, including community health workers (CHWs), clinic nurses, regional health directors, and local authorities.
