Oxfam is seeking an experienced Economic Justice and Climate Programme Manager to provide strategic leadership for its climate and economic justice portfolio across Southern Africa. The role will support the development and delivery of programmes focused on climate resilience, economic justice, livelihoods, governance, inequality reduction and systems change.
Role Overview
The Economic Justice and Climate Programme Manager will lead Oxfam’s thematic programming across the region, ensuring that initiatives align with regional priorities, global frameworks and the organisation’s commitment to transformative change.
The Economic Justice and Climate Programme Manager role will provide technical leadership, strengthen programme quality, manage teams, support partnerships and contribute to policy influencing efforts on climate justice and economic inequality.

Strategic Leadership on Climate and Economic Justice
The Economic Justice and Climate Programme Manager will provide strategic direction for Oxfam’s climate and economic justice portfolio by:
- Leading thematic priorities covering climate adaptation, economic justice, livelihoods, governance and inequality.
- Positioning Oxfam as a regional leader on climate resilience, economic rights and just economies.
- Analysing emerging regional and global trends to identify opportunities for programme development.

Programme Management and Team Leadership
The role will oversee the climate and economic justice team across multiple countries by:
- Managing technical and partnership teams.
- Strengthening performance management, professional development and accountability systems.
- Building staff capacity through mentoring and knowledge sharing.
- Promoting an inclusive, collaborative and high-performing work environment.
- Supporting staff wellbeing and safeguarding commitments.
Programme Design and Quality Assurance
The successful Economic Justice and Climate Programme Manager candidate will ensure high-quality programme delivery by:
- Developing integrated strategies addressing climate vulnerability, economic exclusion and livelihood insecurity.
- Strengthening integration with gender justice, humanitarian action and governance programmes.
- Supporting evidence-based and partner-led programme approaches.
- Promoting innovation and adaptive programming.
Policy Influencing and Advocacy
The Programme Manager will contribute to Oxfam’s influencing agenda by:
- Supporting advocacy on climate adaptation, economic inequality, tax justice and inclusive governance.
- Translating programme evidence into policy recommendations.
- Engaging governments, regional institutions, donors and civil society organisations.
- Contributing to regional and global climate and economic justice discussions.
Required Qualifications and Experience
Economic Justice and Climate Programme Manager Applicants should have:
- A Master’s degree in Development Studies, Economics, Environmental Studies, Social Sciences or a related field. A Bachelor’s degree combined with relevant postgraduate qualifications and significant experience may also be considered.
- At least 6 years of progressive experience in climate justice, economic justice, livelihoods and inequality programming.
- Minimum 3 years’ experience in team leadership or management roles.
- Experience managing multi-country programmes, strategic programme design and policy engagement.
- Strong analytical, communication and decision-making skills.
- Ability to build effective relationships with internal and external stakeholders.
- Excellent written and verbal English communication skills.
- Commitment to safeguarding, equality, diversity and inclusion.
Desirable Qualifications
