The Asian Disaster Preparedness Center (ADPC), an autonomous international organization dedicated to climate resilience and disaster risk reduction (DRR) across Asia and the Pacific, is seeking a high-caliber ADPC State Project Coordinator to lead its state-level operations in Odisha, India. This specialized consultancy operates under the Institutional Strengthening through Preparedness and Inclusive Response in India (INSPIRE) Program a collaborative flagship initiative backed by ADPC, the National Disaster Management Authority (NDMA), the National Disaster Response Force (NDRF), and state disaster management bureaus.
The ADPC State Project Coordinator In Odisha, the INSPIRE program operates under a formal MoU with the Odisha State Disaster Management Authority (OSDMA). The project focuses heavily on operationalizing the State Institute for Disaster Management (SIDM) as a premier competency center. The selected ADPC State Project Coordinator will support the State Project Manager in managing large-scale capacity-building rollouts, designing multi-tier training curricula for Panchayati Raj Institution (PRI) functionaries, and embedding modern, IT-enabled tools for grassroots stakeholders.
Expected Program Outputs and Deliverables
Under the direct technical guidance of the State Project Manager in Odisha, the ADPC State Project Coordinator will take ownership of the following deliverables:
- Training Deployment: The ADPC State Project Coordinator will focus on Coordinating the systematic rollout of PRI training programs utilizing specialized INSPIRE-developed modules.
- Workstream Tracking: The ADPC State Project Coordinator will focus on Compiling a consolidated tracker for all field, administrative, and system activities across the Odisha workstream.

1. Large-Scale Training Rollout Coordination (Primary Responsibility)
- Syllabus Execution: The ADPC State Project Coordinator will focus on Facilitating the finalization, design, and state-level approval of training modules and schedules tailored for PRI functionaries.
- Mass Volunteer Mobilization: Leading logistics, participant scheduling, and field alignment to train approximately:
- 70,000 task force volunteers alongside Cyclone/Flood Shelter Management Committee members across 936 shelters.

2. Programme-Wide Coordination & Institutional Support
