Project Scope and Implementation Modalities

The HARMONIZE project focuses on strengthening pandemic prevention and detection through locally driven solutions and cross-border cooperation. As a financial intermediary, FAO utilizes a pass-through modality to ensure the AU-CDC as the primary beneficiary can implement activities following FAOโ€™s administrative and financial regulations.

The FAO Project Coordinator reports to the Senior Animal Production and Health Officer for the Regional Office for Africa. The role requires intensive collaboration with the Sub-regional Animal Production and Health Officers across Central, East, West, and Southern Africa to ensure geographic coherence in project delivery.

Key Responsibilities and Tasks

The incumbent will provide technical leadership to a multisectoral team, ensuring that all milestones are met within the projectโ€™s 11-month duration.

Work Planning and Procurement:

  • Coordinate the development of detailed annual work plans in alignment with AU-CDC and other implementing entities.
  • Prepare comprehensive procurement, travel, and recruitment plans.
  • Facilitate the signing of contracts with implementing partners (IPs) and supervise the technical output of consultants and service providers.

Monitoring, Evaluation, and Reporting:

  • Oversee project implementation using the Operational Partners Implementation Modality (OPIM) and Letters of Agreement (LoA).
  • Ensure that implementation adheres to the established log-frame and M&E framework.
  • Consolidate results from various partners to prepare quarterly and annual reports for the Pandemic Fund Secretariat.
  • Serve as the Secretary to the FAO component of the HARMONIZE Project Taskforce (PTF).

Synergy and Leadership:

  • Lead coordination meetings with the Pandemic Fund Secretariat and other implementing entities (AfDB and UNICEF).
  • Identify and resolve operational constraints, escalating critical risks such as implementation delays or resource gaps to the Lead Technical Officer (LTO).
  • Build innovative synergies using the One Health approach to ensure the sustainability of project results.

FAO Project Coordinator Candidate Requirements

FAO seeks a highly qualified professional with a proven track record in strategic planning and multisectoral leadership within the livestock, public health, or environmental sectors.

  • Academic Background: An advanced university degree in Agriculture, Veterinary Medicine, One Health, Epidemiology, or Biomedical Sciences. (Note: A Bachelorโ€™s degree is acceptable if accompanied by two additional years of relevant experience).
  • Professional Experience: At least 5 years of experience managing multisectoral, multicounty projects under international frameworks, specifically utilizing the One Health approach.
  • Technical Skills: Proficiency in drafting procurement plans and developing M&E frameworks.
  • Linguistic Skills: Working knowledge (Level C) of English is required. Proficiency in French (Level B) is considered a strong asset for regional coordination.
