๐ Core Duties and Responsibilities
The mandate of the Procurement Clerk is centered on technical compliance and administrative excellence. Working under the guidance of the Procurement Officer, the incumbent will handle several critical functions:
- Tender Management: Preparing and publishing standard bidding documents using the electronic Government Procurement (eGP) system. This includes placing proposal advertisements in the Government Gazette and reputable national newspapers.
- Compliance Oversight: Reviewing procurement requests from various user departments to ensure they align with organizational needs and selecting the most appropriate procurement method for each requirement.
- Evaluation & Database Growth: Participating in the development and maintenance of a robust supplier database. The role involves coordinating and conducting periodic performance evaluations to ensure only high-performing vendors remain on the roster.
- Reporting: Producing detailed periodic reports and returns that reflect the status of various procurement activities.
- Ethics and Value: Ensuring that transparency, equity, and fairness are maintained throughout the procurement cycle, with a focus on obtaining the best possible value for all products and services.
๐ Qualifications and Experience
Petrozim Line is seeking a professional who combines a strong academic background with a practical understanding of the statutory frameworks governing public assets in Zimbabwe.
- Academic Background: A minimum of a degree in Procurement and Supply Chain Management is mandatory. Possession of a CIPS diploma will be considered a distinct advantage.
- Regulatory Knowledge: Candidates must demonstrate a working knowledge of the Public Procurement and Disposal of Public Assets Act (Chapter 22:23). Familiarity with ISO systems (9001, 14001, and 45001) is also preferred.
- Professional Experience: At least 2 years of post-qualification experience in a similar role, ideally within a large-scale or public-sector environment.
- Technical Skills: Proficiency in Microsoft Office and specialized procurement software is required.
- Licensing: A clean Class 4 Driverโs License is essential for the logistical requirements of the post.
