The Intergovernmental Oceanographic Commission (IOC) of UNESCO has opened a international call for applications for a senior UNESCO Individual Consultant. Operating within the Decade Coordination Unit (DCU), the selected specialist will steer the preparatory processes, stakeholder workshops, and strategic synthesis documentation for the upcoming 2027 UN Ocean Decade Conference in Rio de Janeiro.
This UNESCO Individual Consultant high-level assignment centers on advancing the global mandate of “the science we need for the ocean we want.” The consultant will lead the technical consolidation of 16 core Ocean Decade Blueprints, ensuring all international policy outputs align seamlessly with the UN 2030 Agenda, global biodiversity accords, and international climate agreements.
Key Responsibilities and Strategic Deliverables
The administrative portfolio for the UNESCO Individual Consultant balances high-level multi-stakeholder workshop coordination with rigorous editorial oversight.
1. International Workshop & Dialogue Coordination
- Methodological Engineering: Finalizing, testing, and scaling standardized interactive methodologies for eight Ocean Decade Solution Workshops and eight Regional Dialogues.
- Expert Facilitation: The UNESCO Individual Consultant’s mandate is providing continuous technical support and facilitation training to workshop leads, while identifying and recruiting transdisciplinary experts globally.
- Timeline Management: Managing the master preparatory calendars, milestones, and strategic schedules to guarantee alignment across the Decade Coordination Unit and the Ocean Decade Communications team.
2. Editorial Leadership & Blueprint Consolidation
- Synthesis Production: The UNESCO Individual Consultant will be responsible for Leading the technical drafting, structural harmonization, and synthesis of 16 Ocean Decade Blueprints comprising 8 Solution Blueprints and 8 Regional Blueprints.
- Global Framework Integration: Aligning all text with the Sustainable Development Goals (specifically SDG 14), the Kunming–Montreal Global Biodiversity Framework, UNFCCC climate policy lines, and the BBNJ Agreement.
- Policy Accessibility: The UNESCO Individual Consultant will be responsible for Translating complex oceanographic, marine science, and socio-economic data points into policy-relevant, accessible terminology optimized for executive decision-makers.
Required Qualifications and Selection Criteria
The IOC-UNESCO evaluation panel targets established environmental policy professionals who possess deep operational knowledge of intergovernmental systems and the science-policy interface.

Adjudication of the consultancy portfolios follows an objective, dual-tiered scoring protocol:
- Technical Competence Weighting (70%): Assessed via academic background, depth of UN system exposure, analytical drafting expertise, and the rigor of the applicant’s proposed methodology.
- Financial Proposal Weighting (30%): Assessed via the cost-efficiency and structure of the submitted daily or monthly fee quotes.
Contractual Terms: Payments are disbursed monthly upon the satisfactory submission of monthly activity reports and agreed-upon blueprint deliverables. The individual consultant is entirely responsible for their own national income taxes and personal medical insurance. UNESCO provides dedicated coverage restricted solely to work-related incidents occurring during authorized travel.
