Based at the corporate headquarters in Quezon City, this open-ended, full-time position provides strategic and operational leadership for an active cluster of two Area Programs (APs) spanning Malabon and Pangasinan.
The World Vision Programs Manager position oversees integrated child sponsorship operations, public-private sector grant acquisitions, and local governance partnerships. The role demands an expert in humanitarian field operations capable of managing substantial financial thresholds while maintaining structural alignment with national development protocols.
Key Operational Roles and Cluster Deliverables
The administrative portfolio for the World Vision Programs Manager bridges regional project execution, inter-agency negotiation, and field risk monitoring.
1. Portfolio Integration & Compliance
- Project Merging: The World Vision Programs Manager is responsible for structuring and integrating specialized, non-sponsorship developmental initiatives alongside ongoing child sponsorship programs.
- Sponsorship Benchmarks: The World Vision Programs Manager is responsible for Ensuring that all critical field-level sponsorship deliverables including Child Sponsorship Integration, Annual Progress Reports (APR), Sponsor-Child Correspondence (CC), and Child Counts conform to standard corporate timelines.
- Fiscal Administration: The World Vision Programs Manager is responsible for Approving system workflows, purchase requisitions (PR), cash advances (CA), and monthly operational liquidations across the cluster.
2. Diplomatic Relations & Advocacy Networks
- LGU Engagement: The World Vision Programs Manager is responsible for Representing the foundation within the Provincial Council for the Protection of Children (PCPC) and collaborating with Local Government Units (LGU) to achieve national Child Friendly Local Governance certifications.
- Coalition Building: The World Vision Programs Manager is responsible for Sustaining high-level relationships with executive and legislative provincial government branches, Church Partners, and the Provincial Development Council (PDC).
- Programming Mapping: Mapping local development priorities of third-party NGOs to identify overlapping initiatives and prevent operational friction.
3. Resource Mobilization & Proposal Design
- Grant Acquisition: Scouting localized and regional funding models, corporate sponsorships, and public funding channels.
- Proposal Coordination: Collaborating with Regional Directors and dedicated Grant Teams to coordinate concept notes and technical project proposals.
4. Disaster Preparedness & Emergency Response
- Crisis Leadership: Deploying to active Emergency Response Teams as an Operations or Response Manager during climate or humanitarian emergencies.
- Resilience Planning: Creating and updating Area Program and Cluster Disaster Preparedness Plans, while coaching field staff to ensure community-level emergency models are in place.
