About TIMB
The Tobacco Industry and Marketing Board (TIMB) is the regulatory and developmental authority responsible for promoting, sustaining and transforming Zimbabwe’s tobacco industry. The organisation plays a key role in supporting the growth, sustainability and competitiveness of the tobacco value chain through regulation, industry development and stakeholder engagement.
As part of its ongoing Tobacco Value Chain Transformation Plan (TVCTP), TIMB is focused on strengthening value addition, improving sustainability and enhancing the global competitiveness of Zimbabwean tobacco. TIMB has appointed TM Industrial Psychological Services to support the recruitment and selection process for a highly analytical and commercially focused Management and Cost Accountant.
Position overview
Reporting to the Chief Finance Officer, the Management and Cost Accountant will provide strategic financial support through management accounting, financial planning, budgeting, cost management, revenue assurance, project financial oversight and business performance analysis.
The successful candidate will play a key role in supporting executive decision-making by providing accurate financial insights, improving financial controls and strengthening organisational sustainability through effective resource management.
Key responsibilities
The Management and Cost Accountant will be responsible for coordinating the preparation, consolidation and monitoring of annual organisational budgets while developing financial forecasts, management accounts and performance reports to support strategic and operational decisions.
The role involves monitoring departmental expenditure, advising management on budget performance, identifying cost optimisation opportunities and analysing financial results to investigate variances and recommend corrective actions.
The successful candidate will support the Chief Finance Officer in preparing Board papers, executive presentations and financial reports while driving revenue assurance initiatives aimed at identifying revenue leakages, strengthening internal controls and improving revenue optimisation.
The position will also oversee compliance with statutory financial obligations, including VAT, withholding tax and other regulatory reporting requirements. Additional responsibilities include managing project finances, monitoring project budgets and profitability, maintaining the organisational asset register, and supporting continuous improvement of financial systems, governance structures and reporting processes.

Person specifications
Candidates must possess a Bachelor’s Degree in Accounting, Finance or a related discipline. A professional accounting qualification such as CIMA, ACCA, CIS, CA(Z) or an equivalent qualification will be considered an added advantage.
Applicants should have between five and seven years of relevant experience in management accounting, financial planning and analysis, budgeting, costing or corporate finance, including at least three years in a supervisory role.
The ideal Management and Cost Accountant candidate should have strong knowledge of management reporting, budgeting, financial modelling, statutory compliance and revenue assurance. Experience working with integrated financial systems and advanced spreadsheet modelling tools will be advantageous.
Strong analytical ability, communication skills, stakeholder management capabilities and problem-solving skills are essential for this role.
