Vungu Rural District Council, an equal opportunity local government authority overseeing communal and peri-urban land jurisdictions surrounding Gweru, has announced a Vungu RDC Executive Officer recruitment drive. The council is seeking highly competent, results-oriented professionals to fill two critical vacancies within its administrative and emergency services frameworks: Vungu RDC Executive Officer (Housing and Social Services, Grade 10) and Chief Fire Officer (Grade 9).

The Vungu RDC Executive Officer position is foundational to the council’s strategic objective of providing sustainable infrastructural governance, structured spatial planning, and robust public safety systems across the district.


1. Vungu RDC Executive Officer Housing and Social Services (Grade 10)

The Vungu RDC Executive Officer for Housing and Social Services reports directly to the Chief Executive Officer. This department head is tasked with administering land allocations, coordinating humanitarian and civil protection operations, and managing localized public amenities.

Core Roles and Departmental Responsibilities

  • Land and Housing Management: The Vungu RDC Executive Officer will be in charge of allocating residential, commercial, and communal stands within the council’s jurisdiction in strict accordance with national legislation and local policies. The officer maintains an updated municipal housing waiting list using dedicated real estate software.
  • Lease and Asset Asset Tracking: The Vungu RDC Executive Officer will be in charge of administering land lease accounts to guarantee current collections, processing revenue frameworks, and recommending legal stand repossessions to council boards when default thresholds are breached.
  • Committee Secretariat Duties: The Vungu RDC Executive Officer will be in charge of servicing the substantive Housing and Social Services and Gender committees through the formulation and presentation of comprehensive quarterly data reports.
  • Inter-Departmental WASH Coordination: The Vungu RDC Executive Officer will be in charge of aligning Water, Sanitation, and Hygiene (WASH) infrastructure frameworks alongside the Engineering, Planning, and Environmental protection departments.
  • NGO & Disaster Logistics: Coordinating non-governmental organization (NGO) activities to ensure compliance with the district’s developmental agendas, while steering emergency response operations in tandem with the District Civil Protection Unit.

2. Chief Fire Officer (Grade 9)

The Vungu RDC Executive Officer operating under the executive oversight of the Chief Executive Officer, the Chief Fire Officer commands the daily administration, training schedules, and tactical operations of the municipal fire brigade.

Duties and Emergency Responsibilities

  • Brigade Command: Managing the day-to-day operations of the fire department, determining shift schedules, and commanding major fire suppression and emergency rescue deployments day and night.
  • Policy and Compliance Design: Developing and reviewing structural brigade Standard Operating Procedures (SOPs) and enforcing council fire policies and model bylaws across existing public assets and new constructions.
  • Plan Reviews: Conducting safety screening assessments on commercial, industrial, and spatial building blueprints prior to structural engineering approvals.
  • Risk Hazard Mitigation: Investigating the root causes of major structural or environmental blazes, presenting analytical hazard mitigation plans to executive management, and representing the brigade at regional civil protection workshops.

Technical Entry Requirements

  • Professional Certification: Station Officer Certificate issued by the Zimbabwe Fire Services Examination Board.
  • Experience Blueprint: Minimum of 5 years of active service as a Sub Officer or Leading Firefighter within a recognized firefighting and emergency rescue establishment.
  • Statutory Knowledge: Mastery of regional model bylaws on fire safety and public safety enforcement protocols.
  • General Criteria: Minimum of 5 ‘O’ Level passes including English Language, a valid Clean Class 4 Driver’s License, and an age threshold of 30 years and above.
