The Zimbabwe Energy Regulatory Authority (ZERA) is a statutory body mandated to ensure the provision of a level playing field for safe, reliable, and sustainable energy supply through effective regulation. To fulfill this mandate, the authority is seeking the services of a highly competent and results-oriented professional for the position of ZERA Compliance Officer based at its regional office in Mutare.
This mid-level operational role reports directly to the Regional Operations Manager. The position requires a technical specialist capable of executing regulatory oversight, site audits, and legal enforcement actions within the Liquid Petroleum Gas (LPG) and liquid fuel downstream sub-sectors across the region.
Key Job Functions and Operational Responsibilities
The portfolio of the Mutare ZERA Compliance Officer covers licensing pipelines, technical site evaluations, safety enforcement, and stakeholder capacity building.
Licensing, Inspections, and Audits
- Site Verification: Carrying out routine and technical pre-licensing inspections for liquid fuel and LPG retail, commercial, and wholesale sites in the region.
- Licensing Facilitation: Streamlining the administrative and safety screening workflows required to facilitate the licensing of fuel and LPG operators.
- Technical Monitoring: Executing field compliance monitoring to ensure all active fuel and gas licensees conform strictly to national pricing models, technical standards, and licensing conditions.
Regulatory Enforcement and Prosecution
- Legal Administration: Gathering evidence, compiling case files, and administering the formal prosecution of fuel and gas operators found violating statutory pricing models, technical regulations, or unlicensed trading.
- Data Compliance: Enforcing the diligent submission of monthly and quarterly statutory returns by all registered regional licensees.
- Dispute Resolution: Managing and coordinating the investigation of localized compliance breaches, operational disputes, and consumer complaints.
Capacity Building and Public Relations
- Industry Training: Facilitating technical training workshops for local LPG and fuel operators regarding national petroleum standards and safety codes.
- Stakeholder Engagement: Participating in regional consumer and stakeholder education and awareness programs to promote safe energy practices.
Key Job Requirements and Selection Criteria
The admissions board for the ZERA Compliance Officer role requires candidates to possess an advanced engineering background combined with practical field experience in heavy industrial petroleum infrastructure.
