Oxfam Novib is recruiting an experienced Oxfam Program Director to provide strategic leadership for its humanitarian, resilience, and development programmes in Somalia. This senior leadership role offers an opportunity to guide large-scale programmes that support vulnerable communities while strengthening civil society, gender equality, livelihoods, humanitarian response, and long-term development initiatives.

The Oxfam Program Director will report directly to the Country Director and serve as a key member of the Senior Management Team, helping shape programme strategy, funding, partnerships, and operational delivery across Somalia.

Key Responsibilities

The successful Oxfam Program Director will:

  • Provide strategic leadership for humanitarian and development programmes.
  • Lead programme design, implementation, and quality assurance.
  • Oversee proposal development and donor-funded projects.
  • Manage programme budgets and expenditure reviews.
  • Ensure alignment with Oxfam’s country strategy and global standards.
  • Lead emergency preparedness and humanitarian response initiatives.
  • Strengthen partnerships with government, NGOs, donors, and UN agencies.
  • Support fundraising and resource mobilisation efforts.
  • Manage programme teams and support staff development.
  • Represent Oxfam at high-level stakeholder engagements.
  • Deputise for the Country Director when required.

Qualifications and Experience

Applicants should possess:

  • Master’s or postgraduate qualification in International Development, Humanitarian Studies, Sustainable Livelihoods, Programme Management, or a related field.
  • Minimum of five years’ experience in a similar senior leadership role.
  • Previous experience working with an international NGO (INGO).
  • Strong understanding of humanitarian response and development programming.
  • Experience managing large, multi-disciplinary teams across multiple locations.
  • Strong financial management and budget oversight skills.
  • Excellent communication and stakeholder engagement abilities.
  • Proven leadership experience in complex and fragile operating environments.
